Latest Context

Recently, the 'SAGAR SAMPARK’ initiative has been inaugurated by the Ministry of Ports, Shipping, and Waterways of India that marks a significant step towards digital transformation in the maritime industry.

SAGAR SAMPARK

  • Concept: It is an indigenously developed Differential Global Navigation Satellite System (DGNSS). It is a terrestrial-based enhancement system which removes errors by correcting inaccuracies in the Global Navigation Satellite System (GNSS) that permits more accurate positioning information. Inclusion of the DGNSS system will have a deep impact on maritime navigation in terms of safe and more efficient movement of vessels in port and harbour areas.
  • Features

  • Enhanced Safety: It will support mariners in safe navigation, decreasing the risk of collisions, groundings, and accidents at sea.
  • Accuracy Improvement: It will enhance the accuracy of GPS positioning, reducing errors caused by atmospheric inferences, satellite clock drift and other factors.
  • Redundancy and Availability: It includes multiple satellite constellations like GPS and Global Navigation Satellite System (GLONASS) that secure enhanced availability and redundancy as per international standards.
  • Precise Positioning: Mariners can now improve their positioning within 5 meters using the latest DGNSS system that makes better navigation and reduces the margin of error.
  • Meeting International Obligations: It fulfils the international obligations of the International Maritime Organization (IMO), Safety of Life at Sea (SOLAS), and the International Association of Marine Aids to Navigation and Lighthouse Authorities (IALA).

Other Initiatives Regarding Maritime Security

  • NavIC: Indian Regional Navigation Satellite System or NavIC is designed with a constellation of seven satellites and a network of ground stations operating 24×7. It includes areas comprising India and a region up to 1500 km beyond the Indian boundary. It is recognized as a component of the World-Wide Radio Navigation System (WWRNS) by IMO.
  • SAGAR Vision: India released its strategic vision for the Indian Ocean i.e Security and Growth for All in the Region (SAGAR) in 2015 for enhancing the relations with the countries located in Indian Ocean Region (IOR) neighbours in maritime security and the economic aspects.
  • Indian Ocean Naval Symposium: It is a voluntary and inclusive initiative that comprises all navies belonging to Indian Ocean Region (IOR) littoral states in order to increase maritime cooperation and enhance regional security.
  • Maritime India Vision 2030: Its mission is to accentuate the growth of the maritime sector over the next decade by enhancing infrastructure, efficiency, services and capacity across ports, shipping and waterways.
