A part of the Atal Vayo Abhyuday Yojana, the Integrated Programme for Senior Citizens (IPSrC) is being carried out by the Department of Social Justice and Empowerment.

Key Points

  • In 2021, the Ministry of Social Justice and Empowerment introduced the umbrella programme AVYAY (formerly known as the National Action Plan for Senior Citizens).
  • Vision: Establish a culture where seniors may live independently, with dignity, and in a community where there is a strong sense of inter-generational and social ties.
  • AVYAY components:

  • To enhance the quality of life for older persons, the Integrated Programme for older persons (IPSrC) offers financial support to qualified organisations for the operation and upkeep of Senior Citizen Homes and Continuous Care Homes.
  •  In senior citizen homes, almost 1.5 lakh beneficiaries are now residing.
  •  With the help of the Rashtriya Vayoshri Yojana, older adults who fall under the BPL category or who make less than Rs. 15000 per month can get aids and assisted living equipment.
  • Other components:

  • Senior Citizens' livelihood and skill initiatives by giving them chances to increase their income and sense of self-respect.
  • The  SACRED site and Action Groups Aimed at Social Reconstruction (AGRASR Groups) are two of its projects.
  • Spend CSR money on projects that will benefit the elderly in the right way.
  • To resolve elders' grievances, a national helpline is available for seniors.
  • The National Action Plan for Senior Citizens was previously known as this Central Sector Scheme.
  • The State Action Plan for Senior Citizens (SAPSrC) and the Integrated Programme for Senior Citizens (IPSrC) are its two constituent parts.
  • IPSRC: It comprises building residences to enhance senior citizens' quality of life, particularly for elderly people who need require basic facilities.
  • The SAPSRC expects each state and federally recognised territory to develop a unique action plan for the care of senior persons.
  • Old age homes and Continuous Care Homes are administered and maintained by NGOs/Voluntary Organisations (VOs) with funding from the IPSrC component.
  • Five schemes have been launched under this umbrella scheme:

  • The scheme on promoting the silver economy.
  • Poshan Abhiyan for the elderly.
  • Livelihood and skilling initiatives for senior citizens.
  • Awareness generation and capacity building for the welfare of senior citizens.
  • Channelising CSR funds for elderly care.
  • Nodal Agency: Ministry of Social Justice and Empowerment.
