  1. The Corruption Perception Index (CPI) is an essential benchmark for comparing the perceived levels of public sector corruption across countries.
  2. The index is based on surveys of business leaders, experts, and analysts within and outside the countries concerned.

Who releases the CPI index?

  1. The 'Corruption Perceptions Index' (CPI) is released every year since 1995 by the international non-governmental organization 'Transparency International',
  2. It's headquartered in Berlin, Germany.

Current Perspective:

  1. The 29th annual (CPI, 2024) was released by Transparency International in February 2025
  2. The CPI ranks 180 countries and territories, measuring their perceived levels of public sector corruption on a scale from 0 (highly corrupt) to 100 (very clean).
  3. The global average score for 2024 stands at 43 points.
  4. However, Full democracies have a CPI average of 73, while flawed democracies average 47 and non-democratic regimes just 33.
  5. Despite some improvements, corruption remains a significant problem worldwide, with over two-thirds of countries scoring below 50.
  6. 32 countries have significantly reduced their corruption levels since 2012, but 148 countries have shown stagnation or worsening corruption.

Key Findings of the CPI 2024

  1. No country has scored a perfect 100 on the index, indicating that complete transparency is not yet achievable.
  2. Countries like Western Europe and the European Union leading with an average score of 66.
  3. Sub-Saharan Africa remains the region with the lowest average score at 33.

    4. Syria (12 points)
    5. Equatorial Guinea (13), Eritrea (13), Libya (13), Yemen (13)

India in CPI 2024

  1. Score: 38/100
  2. Rank: 96/180
  3. Score Change: -1 since 2023

Regional Insights:

  1. Middle East and North Africa:
    1. The region showed a slight increase in corruption levels, rising by one point to an average score of 39.
    2. To make substantial progress, countries need to address conflict, authoritarianism, and weak justice systems.
  2. Eastern Europe and Central Asia: This region has the 2nd-lowest average score worldwide, exacerbated by conflict, weak institutions, and authoritarian tendencies.
  3. Sub-Saharan Africa: The region still holds the lowest average score but shows signs of improvement in specific countries, despite severe challenges such as climate change and conflict.
  4. Western Europe and the European Union:
    1. While this region tops the CPI.
    2. There has been a decline in the overall score for the second consecutive year due to business interests outweighing public good and weak enforcement of laws.
  5. The Americas: Urgent action is needed to address impunity, protect civic spaces, and curb the influence of organized crime in politics.
  6. Asia Pacific: The region shows improvements in some countries but faces a declining average score, as corruption cycles worsen alongside climate change impacts.
